Welcome to the website of the 2016 - 2026 Campus Master Plan for Cecil College.

Here you will find important information related to the process. 

Each community college is required by the State of Maryland to develop a Campus Master Plan (CMP) which supports the institution's role, vision and mission.  The College in partnership with JMZ Architects and Planners, P.C. and the college community worked to develop  the college's Campus Master Plan.  The Master Plan will serve as a tool to help establish a continuing framework to guide the orderly growth and development of the campus while protecting and enhancing important open spaces.  The plan is also flexible to accommodate ongoing change that is typical in a dynamic higher education learning environment.  The planning process used for the Campus Master Plan has been fully transparent and engaging for the entire campus community, from our faculty, staff and students to the surrounding local community.

Project Overview

The Campus Master Plan will include 4 sites: North East Campus, Elkton Station, Family Education Center and Bainbridge.  Each part of the College's Master Plan for the above sites shall include all of the scope of work elements identified below.  Most capital construction results from the need to accommodate people, modernize or replace facilities, or provide space for services or programs.  The Campus Master Plan will present information on each of these elements as well as evaluate current conditions and projected needs, develop proposals for addressing any deficiencies noted, and present a recommendation which will enable the College to meet its strategic goals over the plan period.

 In summary the Campus Master Plan shall include:     

  1. An Executive Summary
  2. Overview of the College including background data and environmental scan
  3. Building condition and existing land assessment and analysis
  4. Technology infrastructure assessment
  5. Parking and circulation assessment
  6. ADA accessibility assessment
  7. Implementation Strategy for Campus Master Plan - proposals and projects
